- Section 5-4: any person must keep an animal “under restraint and control, at heel or on a leash, at all times” while it is off the owner’s property. Areas of city parks marked by signs and fencing as off-leash are exempt; “in the absence of such signage and fencing, an animal must be under restraint and control within all city parks.”
- Section 5-5: it is unlawful to let an animal run at large on streets, in any city park outside a fenced, signed off-leash area, or on apartment and condominium common property.
- Section 5-2: owners must “immediately remove excrement” left by their animal on any street or right-of-way.
- Section 5-3: tethering a dog is prohibited.
- Section 5-19: the police chief enforces the chapter, and the designee may include DeKalb County Animal Control.
